Former Cypress man charged with sex crime of minor again

Chad Foster, 33, formerly of Cypress, was charged on Dec 14 with online solicitation of a minor after being arrested on Nov 3 for sexual assault charges of a child.

Foster was formerly the youth minister at Second Baptist Church in Cypress when he was accused by a 14 year old girl of showing her live sexual images of himself on Skype, texting with her, and talking to her on Facebook.  She also told police that she watched him masturbate 12-15 times on Skype.

15,000 text messages between Foster and the girl were found by authorities on the girl’s phone from Jan 1 through Nov 2 of 2011.

Foster was accused separately of having sex with a 16 year old girl multiple times while he was youth pastor at Community of Faith Church in Cypress.

Foster is currently out on $40,000 bond.

Houston man convicted of indecency with a child

A 27 year old man living in Houston, formerly of Brazos County, was convicted of four counts of indecency with a child on Monday.

The defendant was on trial for sex crimes with two separate family members between 1995 and 2002.  On Tuesday, the trial moves into the next phase of sentencing.

The trial is being held at Brazos County District Court.

Bill passed to speed up rape kit testing

Last week, members of the Texas Senate passed a bill to speed up the testing of rape kits by requiring police departments to submit evidence in sexual assault cases to a crime lab within 30 days after collection.  In addition, rape kits would be required to be tested within 90 days after collection.

The bill, SB 1363, will now move onto the House of Representatives to be voted on.  Currently, the Houston Police Department has a backlog of rape kits of around 4,000.  Police say that rape kits are most helpful in cases where the suspect denies any contact or where the attacker is unknown.

Man arrested on suspicion of statutory rape after meeting teen on Facebook

Last month, a 32-year old Little Elm man was arrested under suspicion of statutory rape after meeting up with a teenage girl he met on social networking website Facebook.  Manual Juan Garcia reportedly drove to Waldron to pick up the girl early one Friday morning.  The girl’s father reported her missing to police that same morning.

Lt. Todd Garzon of the Scott County Sheriff’s Office said, “At first we just knew of her missing, but while interviewing family members, her little sister advised us that she met someone on Facebook.”  With the help of Facebook officials, police were able to obtain Garcia’s identity and view the two’s online interactions.

The officers say that both parties were informed of each other’s correct age.
